MEETING MINUTES

March 19, 2003

   CARNEY ELEMENTARY SCHOOL

 


Meeting called to order at  7:05 p.m. with 15 members present.

Officers present were  President Chip Trageser, Vice President Romi Shah, Secretary Marilyn Ryan, Recording Secretary Joanne Krause and Sergeant at Arms Meg O'Hare.  Treasurer Anne Briggeman was absent. 

Guests were Rita Winiecki, representative from Delegates Joe Boteler's and Al Redmer's office and Jennifer Przydzial, reporter from the Northeast Reporter.

Minutes of previous meeting read by Recording Secretary Joanne Krause.  Several corrections were made and motion to approve minutes was made by Pat Rooney, seconded by Irene Shah.  Motion approved.

At this point in the meeting, President Chip Trageser announced that he had received an e-mail before the meeting from Treasurer Anne Briggeman retracting her nomination as Treasurer and that Mike Rupp has declined his nomination as President due to personal reasons.  Sergeant at Arms Meg O'Hare is willing to accept the nomination as President.

 


Treasurer's Report:                      

 

No report in the absence of the Treasurer.

 


Committee Reports:

 

A.            Membership:   Vice President Romi Shah is taking over membership.

B.         Zoning:  Regarding the Mile One Honda dealership at Harford Road and East Avenue, they have requested a special hearing to permit business parking in a residential zone to include storage of unlicensed passenger vehicles and a variance to permit a 25 foot buffer and a 25 foot setback instead of the required 50 foot buffer and 75 foot setback.  Hearings are scheduled for April 7, 2003 at 10 a.m. and 11 a.m., Room 407, County Courts Building, 401 Bosley Avenue, Towson.  A resident of East Avenue cited problems with light pollution and trash at the rear of this property and had pictures of the area.   

Regarding 3023 East Avenue, a special hearing has been requested to permit parking of two commercial vehicles on a residential lot and to determine if dispatching is a home occupation.  Hearings are scheduled for April 8, 2003 at 11 a.m. and Noon  at the County Courts Building.

The Association is opposed to these zoning requests.  It was suggested a letter be sent to Mile One regarding the condition of their property.

The proposal for 19 houses to be built on 12th Avenue is in the planning stage.  The developers are proposing to waive the open space requirement and pay a fee instead.  Ernie Baisden, GPCC, said Ruth Baisden will follow up on this issue.

Regarding the property on 6th Avenue and Joppa Road, Mr. Escalante has lost his appeals but is still operating his business.  Ernie Baisden, GPCC, said the Chief of Code Enforcement will be at their April 10 meeting and suggested the Association bring up this issue at that meeting. 

 


Unfinished Business:

 

Regarding the Veterans Memorial, President Trageser said there are some spelling errors on some of the bricks to be corrected and the plaque honoring Terry Sollanek will be installed.

Regarding Magledt Road, ground is being cleared for the new homes. 

The original Joppa Road corridor study is ongoing.  The traffic study has been done but land use and landscaping is still being worked on.  There will be a meeting on March 26, 2003 at the Christus Victor Lutheran Church on Harford Road on land use and landscaping for the study started by Councilman Vince Gardina.

 


New Business:

 

President Chip Trageser made a motion to donate $25 to the Parkville High Schools' after prom party as we have done in the past.  Motion seconded by Romi Shah.  Motion passed.

The Easter Egg Hunt is scheduled for Saturday, April 12 at 1 p.m.  There is a committee meeting set for Monday, March 24, at Meg O'Hare's home.

Charlie Rehm, President of the Police Council, announced their meeting on Thursday, March 20, where the topic is self-defense.  All are welcome to attend their meetings scheduled for the third Thursday of the month at the VFW hall on Harford Road.  He proposed asking the Police Department when flying helicopters over Joppa Road to monitor traffic.  Motion made by Joyce Trageser, seconded by Mary Sue Rooney, to support his request.  Motion passed.

Past President Trageser thanked the Association for its support during his presidency and spoke of the accomplishments of the Association during his tenure

Announcements:

 

The next general meeting is April 23, 2003 at the Carney Elementary School.

Joyce Trageser was the winner of the raffle which netted the Assocation $24.00.
