Greenhouse plans to be heard by committee

Plans for Greenhouse Place, located at 3615 Joppa Road near the Country Plant Store, will return to the county's development review committee on April 9 at 1:30 p.m., according to county zoning notices. The proposal before the DRC, which determines the process for development projects, is for a development refinement to add a traffic signal on Joppa Road.

As of last year, plans for the 7.5- acre site included two-single story, assisted living buildings for a 1.7 acre portion leased by Catered Living Group, a 3,000-square-foot bank and a one-story 5,670-square-foot retail center for a 1.8 acre portion to be developed by Jeffrey Klein, the managing general partner for Greenhouse Place LLC. The Office of Planning did not recommend the proposal, citing the potential for over-development. Klein had also requested smaller setbacks and buffering areas between the buildings and neighboring properties. According to the office of planning, the site design did not justify it.

More information on sign elevations, location and details of fencing and lighting, buffering along Joppa Road and west side property lines, and the location of dumpster areas was also needed for the Office of Planning to make compatibility recommendations to the hearing officer. A hearing officers hearing was postponed.

David Farrell, executive vice president of Catered Living Group and Jeffrey Klein were not available for comment on Monday.

The meeting will be held in Room 123 County Office Building in Towson.
